Low Income Homeowner Exemption

General Information

The Library Services Act of 1994 (Measure N) received voter approval in June 1994.
The Supplemental Library Services Act of 2006 (Measure G) received voter approval in June 2006. These ordinances impose parcel taxes, which are to be used solely for library services.

In recognition of the potential hardship these taxes could have on very low-income families, the ordinances provide an exemption/rebate for very low-income homeowners, and very low-income renters as well as an exemption for schools, hospitals, churches, and land used for agricultural purposes. The current Fiscal Year 2007-08 rates for a single-family residential unit are $60.37 and $24.77. The Fiscal year 2008-09 rate will be set by the City Council prior to July 1, 2008.

The Finance and Administrative Services Department will process the exemption for very low-income homeowners, and the rebate for very low-income renters as follow:

Income Level Qualifying as “Very Low-Income”
Only those homeowners or renters who reside within the City of Albany and whose income qualifies as “very low-income”, as defined by the United States Department of Housing and Urban Development, are eligible for this exemption. The current qualifying income levels are:

Exemption/Rebate Requests
A very low-income homeowner or renter, as defined above, may request an exemption annually by submitting a signed application and providing a copy of his/her federal tax return (form 1040 or 1040EZ) from the previous calendar year. If the applicant is exempt from filing a tax return he/she must provide other proof of income such as forms W-2 or 1099, and must certify under penalty of perjury that he/she is eligible for the exemption or rebate. The homeowner must also provide his/her parcel number (a copy of the tax bill is preferred). The exemption will cover the parcel taxes normally collected in the December and April property tax installments.
