Capital Improvement Plan

The Capital Improvement Plan (CIP) is a 5-year projection of construction of new facilities and expansion or renovation of existing facilities. Projects are classified into five categories: Parks, Streets, Buildings, Sewers and Storm Drains.

The CIP summarizes the project description, time frame for completion, funding sources, and projected expenditures by fiscal year. The CIP is updated annually and it is incorporated into the City’s annual budget.

Summary of Projects

Parks

1. Albany Hill Trail Easement
Upgrade trail from Creekside Park to top of hill and secure trail access to Pierce Street. Predesign and design during 06-08, and implement in 08-09

2. Creekside Park
Install signage, benches; manage vegetation; and consider feasibility of trail connection across creek. Design in 07-08 and implement in 08-09

3. Dartmouth Tot Lot Repairs
Repair drinking fountain and other amenities. Design in 04-05 and construct in 05-06.

4. Manor Walkway Improvements
Upgrade landscaping. All work to be done in 07-08.

5. Ohlone Greenway
Replace lighting system. The estimated cost is $250,000 but it is unfunded. Thus the City will seek grants to fund this project. A second component would be to upgrade irrigation, landscaping and specialized trail facilities, etc.

6. Pierce Street Park
Pursue acquisition of site from Caltrans, design park, and develop as a neighborhood park. Acquisition negotiations planned for completion by end of 04-05. If acquired, design during 05-07, and construct in 07-08.

7. Tennis Courts
Repair and resurface two tennis courts at Ocean View Park in 05-06.

8. Terrace Park Improvements
Renovate turf, irrigation, picnic area, restroom building, basketball court, and landscaping. Design in 05-06 and construct in 06-07.
9. Memorial Park – Phase II
Renovate north side of park: upgrade infrastructure, landscaping and trees, perimeter sidewalk, turf and irrigation. Repair backstop, picnic area, signage, benches, and renovate south entry promenade. Public process to begin in 04-05 with construction in 07-08.

10. Catherine’s Walk
Safety repairs and limited landscaping. All work to be done in 06-07.

11. Ocean View Park Improvements
Upgrade infrastructure including turf, irrigation, field lighting (repair/replace), resurface
pathways, add new picnic shelter, play apparatus, restroom building, etc. Public process to begin in 05-06 with construction beginning in 06-07.

12. Albany Bulb
Complete biotic survey in order to prepare environmental review document and seek grants for construction. Study to be completed in 04-05.

13. Waterfront Improvements
Add drinking fountain, porta-potty, landscaping, tables and benches. No time frame or budget at this time due to potential of future funding.

Streets

1. Access Ramps – Citywide
Install disabled access ramps throughout City. Design work complete; construct in 04-05.

2. Bike Path under I-80/580
Construct bike/pedestrian path under I-80/580 ramps. Design in 04-05 and construct in 06-07.

3. Bike Route Projects – Citywide
Construct various Class II and III bike routes as identified in City’s Bicycle Master Plan.
Design in 05-06 and construct during 06-08.

4. Ohlone Bike Path & Park Benches
Realign bike paths under BART at Washington and Portland, and replace two benches. Design bike path in 05-06 and construction in 06-07; replace benches in 04-05.

5. Buchanan Medians
Upgrade medians (including irrigation) along Buchanan from freeway to San Pablo Avenue. Design in 04-05 and construct in 04-05 through 05-06.

6. Cerrito Creek Bicycle Path
Construct bicycle path to connect Ohlone Greenway and Bay Trail. Pre-design to be complete in 04-05 with construction in 07-08.

7. Solano Avenue Sidewalk Widening
Widen portions sidewalk on south side of Solano Avenue between Pomona and Tulare. Design and construct in 04-05.

8. Eastshore/Buchanan Signals
Install traffic sign at Eastshore/Buchanan intersection. Pre-design in 04-05 and design and install in 05-06 assuming Caltrans approval is obtained in early 2005.

9. Marin Avenue Reconfiguration
Reconfigure Marin Avenue from 4 to 3 lanes, plus bike lanes. Design Phase I (striping and signage) in 04-05 and construct in 05-06. If successful, design and construct Phase II (e.g., bulbouts, medians) in 07-08.

10. Stop Signs/Red Curbs/Speed Humps
Install stop signs, red curbs and speed humps at designated locations. Pre-design in 04-05 and construct during 04-06.

11. Traffic Calming – Speed Treatments
Design and construct speed treatments in designated locations per the Traffic Management Plan. Pre-design during 005-07 and construct during 06-09.

12. Transportation Projects
Annual funding for pre-design, design, construction and construction management work
between 04-05 and 08-09 to supplement Measure F and Measure B funding and match grants.

13. Sidewalk Repairs
Repair damaged sidewalks citywide with annual funding for design and construction between 04-05 and 08-09.

14. Pavement Rehabilitation Program
Rehabilitate/reconstruct streets citywide with annual funding for design and construction
between 04-05 and 08-09.

Building/Facilities

1. Albany Pre-School Seismic
Seismically upgrade Albany Pre-School. Design in 04-05 and construct in 05-06.

2. Civic Center Project
Seismically retrofit Fire Station, Police Station and City Hall facilities. Renovate dormitory wing of Fire Station, add accessible restroom, and new kitchen/day room; add Emergency Operations Center and general renovations to Police Station; install new hvac and other minor improvements to City Hall. Design during 04-06, relocate staff in 05-06, and construct during 05-06 to 07-08.

3. Maintenance Center
Complete pre-design work for ultimate construction of a permanent maintenance center. Predesign in 04-05.

4. Senior Center
Install new roof, upgrade air conditioning, etc. at Senior Center building. Design in 05-06, construct in 05-06 and 07-08.

5. Veteran’s Memorial Building
Building acquisition is unbudgeted. If acquired, retrofit and repair building for use as a
community recreation center. Upgrades include ADA restrooms, ventilation, electrical,
structural pest control, fire and security systems, etc. Design and construct in 06-07.

6. Community Center Repairs
Refurbish wooden floors and other possible upgrades. Design and construct in 05-06.

Sewer Projects

1. San Pablo Avenue Sewer
Replace sewers along San Pablo Avenue from Dartmouth St. to Brighton Avenue in anticipation of street resurfacing by Caltrans. Construction was begun in fall 04-05.

2. Sewer Compliance Program
Design and replace sewer lines at: Curtis/Sonoma streets; Madison/Adams easements;
Pomona/Key Route easements; north of Brighton easement; East Albany Hill. Design first three segments in 04-05 and construct in 05-06. Design last two segments during 06-08 and construct during 07-09.

Storm Drain Projects

1. Codornices Creek at Creekside Apartments
Design Codornices Creek restoration project between Kains and San Pablo Avenue. Design to be complete in 04-05 so grant funding can be sought.

2. Codornices Creek – Lower (SPA to UPRR)
Restore Codornices Creek between San Pablo Avenue and UPRR and construct pedestrian/bike trail. Reach between UPRR and 5th Street to be completed in winter 2004-05; reach between 5th and 8th to be completed by Spring 2006; and reach between 8th and SPA to be completed by January 2008.

3. Watershed Management Plan
Prepare study to install new storm drain between Neilson and Santa Fe streets. Design in 04-05. Seek funding alternatives for construction.
