The Community Development department is responsible for guiding the physical development of the City of Albany. This is achieved by preparing and implementing the General Plan and supporting ordinances; administering the development and building permit approval process, including the application of the Uniform Building Codes; design and construction control of public improvement projects; inspecting all in-progress construction projects; and enforcing adherence to the City's health, safety and environmental codes as they relate to the physical environment.
The Community Development department is comprised of four separate divisions:
Building
The Building Division ensures construction quality by performing plan checks, issuing Building Permits, and providing inspection services for building construction and electrical, plumbing and mechanical installations. The team also responds to complaints concerning building, electrical, plumbing and mechanical code compliance.
Planning and Zoning
The Planning Division processes all development applications and oversees all design review approvals. The Planning Division administers long-range policy plans, including the General Plan and the Housing Element. The Planning Division also provides staff services to the City Council and Planning & Zoning Commission related to the implementation of the City General Plan, and the Waterfront Committee related to Albany waterfront issues.
Public Works
Public Works provides a wide range of services for the City including improvements to streets, sewers, and storm drains, repair and maintenance of City infrastructure, street cleaning and sweeping, and installation and maintenance of street signs. With attention to aesthetics, department personnel also maintain the landscaping of City facilities and parks. These functions help provide the community with clean, safe, full-service neighborhoods.
Transportation
The Transportation Division is responsible for the traffic operations in the city, the pedestrian and bicycle system, regional transportation activities, and other transportation related projects. The Transportation Division also provides staff support for the Traffic & Safety Commission.
