All construction projects are required to comply with County Small Construction Project Safety Protocols, as listed in the current Alameda County Health Order, including:
- Designating a site-specific COVID-19 supervisor to review and enforce the safety protocol
- Establish a daily safety screening protocol for all staff on job site and post at all entrances and exists
- Practice social distancing between workers
- Separate work areas in occupied residential units with physical barriers, such as plastic sheeting or closed doors
- Provide personal protective equipment (PPE) for use including face coverings, and clean and disinfect shared equipment between workers
- Maintain a daily attendance log of all workers and visitors to job site
- Post a notice in an area visible to all workers and visitors instructing workers and visitors to :
- Not touch your face with unwashed hands or with gloves. ii.
- Frequently wash your hands with soap and water or use hand sanitizer
- Clean and disinfect frequently touched objects and surfaces
- Cover your mouth and nose when coughing or sneezing, or cough or sneeze into the crook of your arm at your elbow/sleeve.
- Do not enter the jobsite if you have a fever, cough, or other COVID-19 symptoms.
- Maintain the recommended minimum six feet at all times when not wearing the necessary PPE for working in close proximity to another person.
- Do not carpool to and from the jobsite with anyone except members of your own household unit, or as necessary for workers who have no alternative means of transportation.
- Do not share phones or PPE.

Who can pull a permit?
- Contractors - State-licensed Contractors may apply for and pull all necessary building permits
- Agents - Third Party representatives can act on behalf of the property owner, with their written authorization, and apply for and pull building permits. The state-licensed contractor performing the work needs to be listed on the application.
- Owners - Property Owners can apply and pull building permits, either listing the hired contractor on the application, or as an Owner-Builder, acting as their own general contractor.
- To pull a permit as an Owner-Builder, the applicant MUST own the property, consider the property their primary residence for a minimum of 12 months prior to completion of work, and complete work themselves.

All contractors performing work must have a current contractor's state-license and Albany business license.
Small Scale/Over-the-Counter Permits
For smaller residential projects, limited to no or only minor structural changes, such as:
- Window replacements
- Siding Replacements
- HVAC/furnace installations
- Water Heater repair/replacement
- Electrical service upgrades
A completed application including detailed scope of work with supporting documents, such as photos, site plan, product cut sheets, and/or materials list will be required to apply for an over-the-counter permit.
Large Scale/Plan Review Permits
Other projects that do not qualify for an Over-the-Counter permit will typically require Plan Review.
